Description: This training will provide a practical overview of key Federal and State public benefits programs in North Carolina, including Social Security, Supplemental Security Income (SSI), Food and Nutrition Services (FNS/SNAP), Medicaid, Medicare, and other important programs such as WIC, TANF, and LIEAP. The session is designed for advocates who may be new to public benefits law or are generalists looking to strengthen their understanding of how these programs work and common eligibility issues. The session will also include an update on recent developments and changes in policy and procedure.

Presenter:

Brian P. Hogan is the Public Benefits Practice Group Manager at Legal Aid of North Carolina. In this role, Brian helps lead Legal Aid’s statewide public benefits advocacy practice, providing guidance and support to attorneys and advocates representing individuals facing food insecurity, healthcare access barriers, and economic instability.

His areas of practice include SSI, Medicaid, SNAP, WIC, TANF, Unemployment Insurance, and the Affordable Care Act. He is certified as a specialist in Social Security Disability Law by the North Carolina State Bar and actively contributes to several leadership committees dedicated to disability rights and public benefits advocacy. He serves on the North Carolina State Bar’s Specialization Committee for Social Security Disability Law and is the incoming Chair of the North Carolina Advocates for Justice (NCAJ) Disability Advocacy Section.

He holds both a B.A. and J.D. from the University of North Carolina at Chapel Hill and is licensed to practice law in North Carolina and California.
