
Desmond Mullen is the Innovation Lab’s Legal Innovation Technologist. He leads the design, development, and integration of technology solutions that make Legal Aid of North Carolina’s services more efficient, accessible, and user-friendly. His work focuses on practical, human-centered innovations that lower barriers to justice—leveraging modern software tools to streamline internal workflows and simplify client experiences.
Within the Innovation Lab, Desmond approaches technology as a tool for strengthening human processes—prioritizing thoughtful, evidence-based solutions that genuinely improve how staff and clients engage with Legal Aid’s services. He currently leads development of Text Intake, an SMS-based system enabling people without internet access to complete intake for free legal services.
Before joining Legal Aid, Desmond spent more than a decade as a senior software engineer and product developer, working on projects ranging from electric utility control systems to mobile learning applications at Cell-Ed. Earlier in his career, he contributed to pioneering Silicon Valley projects at Rocket Science Games and WebTV, and later served as a show producer at Morehead Planetarium in Chapel Hill, creating award-winning educational media—including a Telly Award for Excellence in Children’s Programming for The Busy Little Engine.
